That's just fuckin creepy all over the place. He seems to have a fairly unique "brand" of inflation fetish, or rather I should say a "stunted" one...I'm guessing because he's like mildly retarded. Most inflation fetishists move on to other more "adult" forms as they get older, like blow up dolls, ball inflation (involves pumping saline into yer testicles), breast inflation, etc, etc. This guy seems trapped inside a 12 year old sexual mentality, again, I would presume because he's mildly retarded (like Chris).
That's pretty common with retards who have fetishes. For some reason they lack the cognitive capability to feel shame or embarrassment over their actions. That's one of the main difficulties in teaching "normal" retards about sex too, in that if you even bring it up they'll suddenly be inclined to start masturbating right there in public in front of God and everyone.
