Now, this would beg the question, "something something 300 terabytes of data produced everyday, something something not enough human resources". Again the key word here would be parsing. Yes the NSA simply doesn't have the manpower to surveil every single "bad actor" that goes against the grain, but, practically, say or type enough no-no words and you will win a prize.
